Protocol for integrated approach to P3 and Rights of Way
Communication between CMS and RoW
- Organise yearly meeting per parish with CMS Projects Officer and CAO and P3 Reps, to discuss work programmes as well as rights of way work programme, and agree who will do what. The meeting will also give P3 rep. the opportunity to identify projects they wish to take on. Data will be offered from the following sources:
- Parish Survey information
- Hertfordshire County Council Rights of Way Survey Data
- HeRoWD (Rights of Way complaints database)
The meeting may raise other work/ issues within a parish, and may also identify how Rights of Way Unit can help parishes.
- Rights of Way Survey can be used by CAO to compliment work identified by Parish Survey along with Rights of Way database(HeRoWD).
- Each CMS area to run a 3 yearly event/get-together for all parishes within P3 and interested in P3.
- CMSPO and CAO to have a half yearly review/ update meeting to report back on progress. As the yearly meeting is around the first quarter the extra meeting will need to be in the third quarter of the financial year.
- When a new Parish joins P3 arrange a meeting with CAO and CMSPO. This may also be advisable when P3 rep. changes, and when there are staff changes.
- P3 rep. or CMS Officer to report public rights of way problems to CAO.
- CAO and CMS Officer to inform each other and inform P3 rep directly where appropriate of any work taking place in their area within a P3 parish.
- RoW to look at and comment on P3 Agreement Contract and suggest updating and show additions or improvements. This must also involve the County Secretaries Dept.
An Approval process concerning P3 work programme between CMS and RoW
- After CMS officer has checked work programme, it is then passed to CAO for checking and approval
- Confirmation of approval of proposed P3 work programme should be given to P3 Parish within 1 calendar month from date of receipt of Work Programme proposal form. (new project record sheet will be designed to keep note of dates etc.)
Monitoring
- All improvement and maintenance work carried out on the PRoW network needs to be recorded on HeRoWD or a similar system. Currently this will have to be carried out in conjunction with the relevant Countryside Access Officer. It is intended to improve access to this information in the future, pending the development of an improved management system.
