7) District/borough delivery of plan
The delivery of Hertfordshire's Local Transport Plan depends on close working with a wide range of organisations. One of the primary relationships is between the County Council and the ten district/borough councils. The latter are the local planning authority and have other important transport related responsibilities (e.g. parking, concessionary fares, taxi licensing and crime and disorder strategies).
There is ongoing dialogue between the county and district/borough councils on all transport and transport related issues. The output of this has been fed into the preparation of this Local Transport Plan, but in addition the following LTP - specific processes have been used:-
- Joint member meetings
- Hertfordshire Technical Chief Officers Association (HTCOA)
- HTCOA Transport Committee
- HTCOA representation on LTP Strategic Group

For each district there is a general factsheet, followed by a statement from the district/borough council. Further details of how district measures support the delivery of the Local Transport Plan are given in Volume 2.
